Rules for transporting children in cars have changed

On July 26, 2025, amendments to the traffic rules came into force, prohibiting the use of unsafe restraint devices.

In Russia, there are new rules for transporting children in cars. The amendments, signed by the Prime Minister, clarify the concept of “child restraint system (device)” and prohibit the use of a number of devices.

What exactly is prohibited?

According to the new rules, the use of the following for transporting children is prohibited:

  • Various adapters and fasteners (overlays) for standard seat belts.
  • Frameless car seats.
  • Other similar devices that do not meet strict safety standards.

Now only certified car seats and boosters that are appropriate for the child's weight and height are allowed.

What is the penalty for violation?

There is a fine for transporting a child in violation of the new requirements:

  • For the driver - 3,000 rubles.
  • For an official - 25,000 rubles.
  • For a legal entity - 100,000 rubles.

The basic age rules for transportation remain the same:

  • Up to 7 years: Only in a car seat or booster seat.
  • From 7 to 11 years: in the back seat - with a child restraint system or a standard seat belt; in the front seat - only with a child restraint system.

The new rules are designed to close legal loopholes and improve the safety of child passengers by eliminating dangerous devices from circulation.
